      Background: the ticket was created by alexander.neben@mongodb.com but the reporter was changed to reflect where the request came from.

      We used to have a compile bypass logic that would skip running compiles in evergreen when the artifacts were up to date (e.g. someone only changed a javascript file). This functionality could be readded.
