Update legacy task generation to use new test stats location

      The test stats API endpoint in Evergreen is going to be deprecated. Some of the buildscripts and the legacy task generation system use this endpoint.

      There is a new S3 location for this data that is populated by a cronjob. We need to update these scripts to get the information it needs from this new location.
