      SERVER-43099 makes the balancer move chunks randomly non-stop on _with_balancer suites. The test multi_statement_transaction_simple_majority_writes.js is failing often. See this patch. I've also seen it fail on 'concurrency_sharded_replication_with_balancer' (no stepdowns).
      This ticket is to investigate it and reenable the test on the _with_balancer suites.
