Get rid of `waitForOngoingChunkSplits` calls

      The waitForOngoingChunkSplits command is not publicly documented and it is only called by tests to wait for splits issued by the auto-splitter to complete.

      Since the auto-splitter is disabled since SERVER-57417, this ticket is to eliminate all invocations of `waitForOngoingChunkSplits`.

      SERVER-73491 will instead take care of removing the command once a new LTS version will be released.
