With ~~SERVER-74098~~ we'll be introducing a ChangeCollectionTruncateMarker class that can be used with ChangeCollection.

This ticket is about making the change collection remover use the truncate markers.

To do so, it will have to modify the ChangeStreamChangeCollectionManager's create/insert/drop commands to update the markers and the removeExpiredChangeCollectionDocuments method for using markers to truncate.
