Disable execution control if user manually set concurrency

      Execution control is not compatible with users manually setting their read/write ticket limits. If a user upgrades from 6.0 to 7.0, where execution control is the default behavior, we will implicitly disable execution control so that users are not forced to change their expected behavior on upgrade.
