In this test, normally, if the feature flag TTLIndexesOnCappedCollections is enabled, creating a TTL index on a capped collection succeeds, and fails if it doesn't. However, if the FCV is downgraded precisely in this test between checking the feature flag and running the command, the test breaks. Moving this test outside of jscore and into a place where FCV can be manually taken care of should fix the problem.
