Change hardcoded excluded tags in fcv upgrade/downgrade suites

      At the moment, the fcv_upgrade_downgrade_... suites have requires_fcv_71 hardcoded. This ticket will bump the excluded fcv tag to include 7.2 which will resolve current tests failing, but this is not a long term solution. SERVER-81054 will provide a long term solution to this issue
