Currently, the FCV upgrade/downgrade suites hardcode a requires_fcv_... tag to exclude these tests. Since this will cause redness on every upgrade, we should avoid doing this and automatically adjust our disabled tags list upon upgrading the FCV. We could potentially make use of a list similar to this list.
