FCV Upgrade Downgrade suites skips executing tests that require older FCVs

      The FCV upgrade/downgrade suites currently include the following exclusions tags:

          - requires_fcv_71
    - requires_fcv_72
    - requires_fcv_73
    - requires_fcv_80
    - requires_fcv_81
    - requires_fcv_82
    - requires_fcv_83

      This is wrong, in fact currently the oldest FCV that we test in master is 8.0 (last LTS). Thus tests that requires an FCV older than 8.0 can totally run in the upgrade/downgrade suites.
