FCV Upgrade Downgrade suites can execute tests that require FCV 8.0

      The FCV upgrade/downgrade suites currently include the following exclusions tags:

          # Exclude tests that require a specific fcv.
    # Once SERVER-81054 is complete this is no longer needed.
    - requires_fcv_80
    - requires_fcv_81
    - requires_fcv_82
    - requires_fcv_83

      Since the latestLTS FCV is 8.0 now we should be able to remove the requires_fcv_8.0 tag from the suite definition and be able to run tests with this tag.
