Remove completely unused tags from resmoke suites

      We will remove all tags that are not found in any js_tests from suite configurations.

      We also will generate a report of all suites that contain tags that don't apply to any roots they are looking at. That will give owning Server teams a chance to remove any tags that are no longer useful to them.
