Add all router collectors to the FTDCController when the routing capabilities for MongoD are enabled

      The goal of this ticket is to add all router collectors to the FTDCController for MongoD when the router service is present (feature flag protected by the gEmbeddedRouter) and we are in a sharded cluster. In order to do that, we will need to change FTDC's output format to be able to return the result for the same collector and different role.

      For other topologies (standalone and replica sets), the FTDC must produce the same resultant format and no new collectors need to be added.

      It is not a goal of the ticket having correct metrics, only the correct structure for both files.
