Today, a shard registers twice to the FTDC machinery the TransportLayerFTDCCollector, as a shard collector and as a router collector. Those two collectors are retrieving the same stats from the only transportation layer shared between services.

We need to register TransportLayerFTDCCollector to the FTDC as a common collector, not role-dependent, only once.
