In order to finish SERVER-83417, we need to make sure we can include the definitions.yml file safely in other projects, but right now we can't because that file contains global configuration for the mongodb-mongo-master project. This ticket tracks splitting unsafe parts of definitions.yml into a separate configuration.yml file that can be used by the mongodb-mongo-master project.
