      Based on conversation in the #pm-3362-annual-post-release-update Slack channel, we are holding off on merging the sys-perf project into mongodb-mongo-master, and are instead attempting to incorporate the same compile rules by referencing the same files. This ticket tracks the work to get sys-perf working using the same rules files, and will require some refactoring.
