We compile the mongo-tools as part of the sys-perf build, but for a pinned version. We should just download a tools artifact and avoid the compilation. 

The download can be done either in sys-perf directly, for inclusion in the compile steps, or separately inside DSI. Either way, the compile step should be removed.
