Modify setup-mongot-repro-env to download the release version of mongot

      Server's required build variants will be running e2e search tests against the latest, verified release of mongot. The new subcommand (setup-mongot-repro-env)this project added will have to be modified to download the release version of mongot rather than HEAD of 10gen/mongot.

       

      There will need to be a flag/parameter added to setup-mongot-repro-env to indicate the need download the release binary instead of HEAD. We will still need to be able to differentiate between platforms and architectures.

       

      mongot has three release binaries:

       macos x86_64:

      linux x86_64:
