Milestone 2: evergreen changes required for non-required variants

This milestone will enable non-required build variants to download mongot binary as part of mongodb-binaries.tgz tarball that archive_dist_test creates and create a patch trigger alias for triggering a patch in 10gen/mongot

TLDR: When this milestone is completed, it should be possible to run e2e tests on non-required build variants and trigger e2e tests on 10gen/mongot
