The PQS project just became way more important than we thought it would be, and it's not a query only feature any more.
We would like to always calculate the query shape and hash regardless of whether there are any active query settings, so that performance impacts will be consistent and not dependent on whether there are any query settings on any given collection.
Of course, this doesn't apply in case of ID_HACK queries.
