Investigate why FLE tests can't run in secondary_reads_passthrough suite

      The tests in jstests/fle2 and src/mongo/db/modules/*/jstests/fle2/ have been running in the replica_sets_jscore_passthrough suite but they haven't been running in the secondary_reads_passthrough suite although they should be able to. The EVG patch build in SERVER-86999 showed that some of these tests don't pass the secondary_reads_passthrough suite reliably.
