[v7.0] Update query_stats_upgrade_downgrade.js to account for the 6.0 backport

      Once we've enabled the query stats feature flag in 6.0, we will need to update or remove the query_stats_upgrade_downgrade.js, query_stats_upgrade.js, and query_stats_disable_after_initial_request.js tests on v7.0 or else they will fail.

      We should also update query_stats_key_hash_version_consistency.js to start from the last-lts version.

      While we're doing this, we can remove the FCV checks per SERVER-75935.
