[v7.0] Disable FCV-gating for featureFlagQueryStats

      We should remove the featureFlagQueryStats FCV checks per SERVER-75935 now that query stats is enabled on 6.0, and update tests accordingly.

      We should also update query_stats_key_hash_version_consistency.js to start from the last-lts version.
