Upgrade FCV Constants and Tag the first new commit in master with 8.1.0-alpha

      Test upgrading the FCV constants before branching. Please reference: WRITING-8774 Changes to "Guide to Updating FCV Constants" for non-Major Releases for more details.

      Note: If this is not completed before tagging the master branch, the build will become very red.

      Immediately after branching 8.0, tag the first new commit in master with 8.1.0-alpha by using the following command:

       mr git tag-release --commit <hash> --version 8.1.0-alpha
