Write a test in the auth suite to upgrade an insecure sharded cluster to a secure state

      Start a sharded cluster without auth, tls. Upgrade it to support auth. Then upgrade to TLS. Then upgrade to intracluster X.509.

      This test will be later used in a passthrough to validate that embedded router mode operates with this upgrade process.
