Move Shard Lite ReadConcern Available tasks to the 3-Shard Variant

      Description:

      The "Shard Lite ReadConcern Available ARM AWS 2023-11" variant only runs "ycsb.2023-09" and "linkbench" tasks. 
      Create a new tasks for each that defines the specific read concern related keys / values at the task level, and run the tasks under our typical 3-Sharde Cluster. 
      Remove the "Shard Lite ReadConcern Available ARM AWS 2023-11" variant once complete.
