Prohibit explicit creation of system.buckets* collections in the fuzzer

      We've seen several examples of the fuzzer failing when it tries to create a "system.buckets" collection explicitly. If we plan to prohibit users from doing this directly, or limit them to creation under certain privileges, we should ban the fuzzer from trying to create these collections.
