Adding instructions: downloading mongot binary from evergreen artifact/object

      Made an executive decision to make a separate ticket out of the TODO in mongot_testing_instructions.md since 86003 needs to be pushed ASAP due to other tickets relying on it (and evergreen (understandably) won't let me merge with a TODO referencing the ticket itself).
