For QE range fields where the user defines specific bounds on the domain of values (i.e. where min/max are explicitly defined), but where the trimFactor or sparsity settings are unspecified, there should be something that will automatically pick suitable defaults for the trimFactor and sparsity settings, such that operations on that range field will have acceptable performance.

The crypto team will implement a function that accepts the min, max, and data type as inputs, and returns the defaults for trimFactor and sparsity.
