      Right now the source of truth of third-party libraries vendored into the sever is ./sbom.json. ./README.third_party.md is constantly forgotten to be updated and it is just a matter of time before it diverges more from sbom.json.

      We should create a script that can turn sbom.json into the README.third_party.md.
