bazel 7.2 includes a fix which will allow us to use build without bytes again. It also includes skymeld which will improve bazel build time by 10-15 percent. We should upgrade at the earliest convienvce.

Note this ticket requires build and testing bazel binary itself on ppc and 390x platforms.

Note this ticket also should re-enable build without bytes (SERVER-92642) which was disabled to support dynamic queries during the build in the ThinTargets update.
