Code Coverage files dropped from report after Bazel 7.2 upgrade

      Bisected on the waterfall to identify the Bazel 7.2 upgrade (SERVER-91979) as the breaking change.

      Before, there's around 5000 files reported in code coverage.

      After, there's only ~780.

      This followed very closely after SERVER-95649, SERVER-91567, and SERVER-95851, which were misleading with this new behavior, but I've confirmed that these all landed with full reports.
