Enable diagnostic log level of accessControl and connectionPool when testing extern_auth

      Today, the default log level of accessControl and network is 2 which is set by test fixture. We need more detailed logs for debugging failed test cases when testing with external auth servers, such as mock LDAP server, mock OCSP server, etc.
