When creating a ReplSetTest, it can be set up with initiateWithHighElectionTimeout in order to ensure that the primary node does not change during the test. When creating a ShardingTest, it uses initiateWithAnyNodeAsPrimary and does not appear to have a simple/straightforward way to set a high election timeout, equivalent to what ReplSetTest has.
