A significant number of replication BFs are caused by unplanned elections. Making initiateWithHighElectionTimeout the default initial setting for ReplSetTest will eliminate this class of failure and reduce manual intervention.

There may be some testing fallout and ShardingTest dependencies that we should fix or investigate as a part of this ticket.
