Add the new rawData field to the count command definition.
Allow the db.coll.count helper in the test runner to take rawData in the command options, if it does not already.
Implement the logic in the count command to rewrite the request onto the buckets namespace.
Update the test added in ~~SERVER-97450~~ to use rawData for the count operation.
