Interrupt user operations performing cache eviction during stepdown

      Replica set stepdown will interrupt user operations that are involved in cache eviction by utilizing the interrupt event handler. This enables immediate interruption of these operations, which otherwise delay the stepdown process. By doing so, the system can maintain its operational integrity and prevent the stepdown from exceeding the 30 second timeout for completion.
