      Enhance the ShardServerOpObserver to synchronize the DatabaseShardingState (DSS) with delete and update operations performed on `config.shard.databases` (shard-local replicated collection where database metadata is stored) . DDLs must guarantee not to release the critical section until the DSS is either populated or cleared by the ShardServerOpObserver.
