Use tags for excluded tests in aggregation_unsplittable_collections_on_random_shard_passthrough_with_config_transitions.yml

      Having a large list of test excludes in resmoke test suites is less maintainable than excluding tests with a tag. There are about 60 tests in aggregation_unsplittable_collections_on_random_shard_passthrough_with_config_transitions.yml which are excluded due to incompatible getMore() in config transition. These can be excluded using requires_getmore tag instead.
