Investigate running portions of Windows compile in Evergreen on NVMe hosts

      Moving the required Amazon Linux 2 compiles to the amazon2-arm64-latest-nvme Evergreen distro improved built time performance (SERVER-94042). We should do the same for portions of the requires Windows compile. In particular, the following Evergreen tasks appear to be the rate-limiting steps for the overall patch build completion.

      • compile_all_but_not_unittests
      • compile_and_run_unittests_*
