Currently there are two libraries with the same functionality (for testing the reporting of write concerns against various writes):

write_commands.js and noop_write_commands.js

We must combine the two and ensure that the users (mongos_writes_wait_for_write_concern.js and writes_wait_for_write_concern.js) of the library are updated.
