The BUILD team has made available a client script for using the new macOS notarization service. We should update our notarization process to use this new script, and update our macOS notarization task to run on the standard macos distro instead of the special one provisioned for signing/notarization.

We'll need to reach out to the BUILD team to get credentials for use with the new service.
