Use the new notary service to notarize MacOS builds

      We currently notarize the MacOS build artifacts using gon. This requires us to set an apple ID in the evergreen project settings. The "sign macos zip" task should be converted to using the new MongoDB notary service instead. See here for info on using the notary client: https://github.com/10gen/macos-notary-client
