Further improvements for s_all script fast mode

      This is a follow on ticket from WT-10166 to reduce the amount of changes in that ticket. It has added an s_fast script which calls s_all -F. We should add more functionality to s_all -F to speed it up further.

      Some suggestions are:

      • Only run evergreen validate if the evergreen.yml file is modified. Similarly for s_evergreen.
      • Only run s_docs when the documentation has changed.
