Create a ‘code change report’ build task that uses the code coverage artifacts (from WT-11656) and the two Python scripts (from WT-11657 and WT-11658) to generate a report 

Initially the report would be generated for post-merge tests, and available for patch builds

The report’s html file would be uploaded to the test artifacts to be viewable directly as html pages (similar to how we report code coverage)
