The eviction server appears to skip adding pages to the queue that could be evicted. To pinpoint the reason, we wish to add a stat at a specific code location to gather data on page-skipping behavior. This location has been identified to add this stat. 

This ticket is related to WT-11300 (which is currently in progress) and following a discussion with andrew.morton@mongodb.com and ravi.giri@mongodb.com, it has been decided that adding a diagnostic stat to this code sections could help understand the root cause of the issue in WT-11300.
