Create an Atlas Log Ingestion rule for WT startup and shutdown timing

      As part of improving the observability for Atlas instances, Atlas Log Ingestion is a feature available to MongoDB Engineering that allows to ingest mongod, mongos and mongot logs from across the Atlas fleet. Log ingestion rules are specified as regular expressions or query predicates and are exported to the cloud Data Warehouse, where they can be queried.

      WT has log messages to indicate the startup and shutdown time durations for an instance.

      This ticket is to create Log ingestion rules to query WT startup and shutdown timings, that will form part of the Atlas Log Ingestion feature.
