Consider running dist/ scripts on programs in the tools/ directory

      We should consider whether it would be beneficial to run some (or all) of the s_all checks on source code in the tools/ subdirectory.

      I added these checks for tools/checksum_bitflip in WT-12604 after realizing that running s_clang_format and s_string would have caught multiple issues that instead the reviewer needed to flag.

      Enabling these scripts, especially s_string, will probably require a bunch of cleanup of issues they find in the tools/ programs.
