Should check the current timestamp before resolving the instantiated deleted pages

      The real cause of the failure in WT-12638 is that we didn't check the existing timestamps before resolving the tombstones on the instantiated deleted pages. Since WT-12638 is directed to fix another issue. Created this ticket to fix the issue.
