Disable azure-gcp-tiered-storage-extensions-test on Ubuntu 20.04

      After the introduction of WT-12383 azure-gcp-tiered-storage-extensions-test is failing on the Ubuntu 20.04 variant. This only fails for Azure tests and not GCP tests.

      This ticket will disable the test to stop the CI-blocker while we investigate
