The changes to wtperf from WT-12598 changed the directory structure when backups are enabled. That code has a few issues when create=false is set:

1. When not creating and populating the database, it is not correctly using that new directory structure.
2. When not creating the database, the new run resets the backup ID to 0. It should continue the ID space to N+1 from whatever earlier runs did.
